Bad timing leads to OWI arrest in Oxford

Bad timing led to a felony Operating While Intoxicated arrest in Oxford Saturday evening.

According to the Johnson County Sheriff’s office, a reserve deputy was walking into Old Roy’s just before 6pm when he passed 56-year-old Thomas Kouba of Williamsburg, who was leaving the bar. The deputy reported seeing Kouba stumble to his truck.

Kouba was stopped by an officer shortly after driving away. He could reportedly hardly stand up, and he was unable to do the walk-and-turn or one leg stand field sobriety tests. Kouba’s blood alcohol concentration was measured at .176 on a portable Breathalyzer test and .172 on a Datamaster. He has five previous OWI convictions.

Kouba is charged with OWI – 3rd or Subsequent Offense, a Class D felony punishable by a maximum of five years in prison.
