A knife-waving transient was arrested Saturday afternoon by Iowa City Police.

Arrest records indicate 28-year-old Emper James was seen by random passersby waving the knife near the corner of Benton Street and Maiden Lane just after 12:15pm. Arriving officers found a ten-and-a-half-inch knife in a sheath on James’ belt. He was arrested for Carrying Weapons.

James was also wanted for a September 16th theft on South Dubuque Street. Two witnesses say James stole approximately $950 worth of electronics from their apartment. James admitted to leaving the residence and having two friends pick him up, but denied stealing anything. The reporting party claimed James stole an Xbox, five games and a vape pen. James faces an additional charge of 3rd Degree Theft. If convicted on the theft and weapons charges, he faces a maximum of four years in prison.
