CR area man charged with OWI after being stopped for no plates and lights

Driving after bar close in a vehicle with no plates and without lights on led to the OWI arrest of a Cedar Rapids-area man in downtown Iowa City early Sunday.

Police say they stopped 23-year-old Patrick Kabunda of Robins just after 2am  near the intersection of Gilbert and Burlington Streets after he failed to turn his headlights on and had no license plates visible.

Upon contact, Kabunda reportedly had bloodshot watery eyes, impaired speech, and smelled of alcohol. He allegedly admitted to drinking, and showed impairment on field testing. A Datamaster test showed his blood alcohol level as .135 percent.

Kabunda was taken into custody and charged with his first OWI, a serious misdemeanor.
