Two charges dropped against North Liberty landlord in sex-for-rent case plea deal, judge gives maximum sentence on remaining charges

A North Liberty landlord accused of offering to pay for sex with at least one of his tenants has been sentenced to four years in prison.

73-year-old Larry Baxter of Michael Street in Iowa City reached a plea deal with prosecutors last month. In return for pleading guilty to two prostitution charges, two others were dropped. Judge Deborah Minot sentenced Baxter to the maximum two-year sentences on each remaining charge, with the two terms running consecutively.

North Liberty Police say between June 2018 and February of last year Baxter purchased and offered to purchase sex from one or more female tenants in exchange for money and favors related to his normal duties as a property manager of an apartment complex on Village Drive.

According to the complaint, Baxter received sex for money and favors from a tenant or tenants on four separate occasions.

Minot also recommended that Baxter be given a psychosexual evaluation.
