Rochester Avenue to remain closed through winter season

The detour for the Rochester Reconstruction Project.

Due to project delays and the onset of winter weather, Rochester Avenue will remain closed through the winter season.

City guidelines do not allow for street paving after Nov. 15. Overnight freezing temperatures, frozen subgrade beneath the pavement, and exposure to deicers will impact the fresh concrete’s durability and service life, forcing removal and replacement much earlier.

Rochester Avenue will remain closed until work resumes in spring 2023 and continue throughout the year. The remaining work will take place in 2024.

The City appreciates continued patience from the community as we navigate challenges that arise within projects. Motorists are also encouraged to continue to engage in safe and courteous driving when navigating the detour area.

Snow removal, mail, and curbside collection

For homes located within the road closure zone, mail, and curbside collection will continue to be coordinated by the site contractor, Boomerang. During the winter months, snow removal will also be coordinated by Boomerang. Community members within the construction zone experiencing issues with snow removal, mail, or curbside collection should contact Boomerang directly at 319-929-3279.

Detour

The detour bypasses Rochester by using Parsons Avenue, Glendale Road, and Ashwood Drive.

Motorists are to take note of this construction work and allow extra travel time or seek an alternate route during this time period.

Bus route detour

The 11-Rochester route will detour inbound and outbound due to the road work. The Rochester route will use Jefferson Street to Glendale Road to Ashwood Drive for inbound and outbound travel.

The inbound bus stops located at Rochester Avenue and Windsor Drive (stop 7415), Rochester Avenue and Seventh Avenue (stop 7413), and Rochester Avenue and Mott Street (stop 7409) and the outbound bus stops located at Rochester Avenue and Mott Street (stop 8055), Rochester Avenue and Parsons Avenue (stop 8056) and Rochester Avenue and Seventh Avenue (stop 7412) will be out of service during the project.

Temporary bus stops will be placed at the intersections of Jefferson Street and Evans Street, Glendale Road and Seventh Avenue and Ashwood Drive and Rochester Avenue for both inbound and outbound customers to use as alternates while the work on Rochester Avenue is ongoing. The bus stop located at Clapp Street and Hotz Avenue (stop 7405) will remain open as an inbound stop only.
