Cedar Rapids man allegedly found four times over legal limit to drive during OWI stop

A Cedar Rapids man reportedly had a dangerous level of alcohol in his system when involved in a collision Tuesday night.

Police were called to Prairie Du Chien and Old Prairie Du Chien Road just before 7:30pm on reports of a collision. They made contact with 42-year-old Justin Decker of Red Rock Drive SW, who was by his 2013 Chrysler.  He answered questions about the incident and his involvement while behind the wheel.

Decker reportedly showed multiple signs of intoxication, including very slurred speech, poor balance, bloodshot watery eyes, and a heavy odor of ingested alcohol.  He also allegedly had an open container of alcohol in his vehicle and had a difficult time following directions.

Decker reportedly had a difficult time completing field tests and following directions before eventually giving up.

He initially refused a PBT, but did consent to a Datamaster test which showed his BAC at .321, over four times the legal limit.  Medical experts say that a BAC of .30 to .40 is a possibly life-threatening condition, with likely alcohol poisoning and potential loss of consciousness.

Police say Decker refused to walk to the squad car and had to be pushed. He reportedly refused to sit in the back seat and had to be pushed and pulled into the vehicle so he would be in the containment area.

Decker was charged with OWI first offense and Interference with Official Acts. He could be sentenced to up to 13 months in jail if convicted on both counts.
