Second suspect arrested in connection with shots fired incident near City High last fall

A second suspect has been arrested in connection with a shots fired incident that locked down City High School last fall.

39-year-old Lawrence Russell of the Quarters on Highway 6 East was booked into the Johnson County Jail at 5:15 Monday night. Iowa City Police say during the investigation into the November 8th shooting on High Street a Mossberg rifle was found at the residence. A search of Russell’s phone reportedly turned up two photos of him holding the rifle in his living room. Russell has previous felony robbery and drug convictions from another state, making him ineligible to possess a firearm.

Police say Russell denied possessing or owning any firearms, and claimed he didn’t hear or see the shooting despite being at the High Street address at the time. He’s charged with Dominion or Control of a Firearm by a Felon. If convicted, he faces a maximum of five years in prison.

33-year-old Terrell Scott, who lives at the High Street residence, is charged with two counts of Dominion or Control of a Firearm by a Felon after a Smith & Wesson 9mm pistol was found inside the home. Scott…who recently moved to Iowa City from Joliet, Illinois…has a 2020 felony conviction for Going Armed With Intent. In 2019 Scott was the driver of a vehicle from where a passenger shot several rounds at a group of people standing in a parking lot on Hollywood Boulevard.

One of the latest charges against Scott stems from an October incident during which he reportedly pulled out a gun during an Uber ride. If convicted on both charges, he faces a maximum of ten years in prison.
