Two men arrested for harassing downtown IC pedestrians in seperate incidents, including self-proclaimed “meance to society”

Iowa City Police have arrested two men accused of harassing downtown pedestrians in separate incidents…including a self-proclaimed “menace to society”.

The first incident happened around 12:30 Saturday afternoon when 59-year-old Russell Weston of Cross Park Place was reportedly “antagonizing women” walking along the 100 block of South Linn Street. Responding officers ordered Weston to go home, but instead he allegedly went to the East Burlington Street Kum & Go and harassed another person. Weston showed multiple signs of intoxication. His blood alcohol concentration was measured at .286 on a portable Breathalyzer test.

On Sunday afternoon police again responded to the downtown area just before 4:15pm after 65-year-old Karl Twiselton of Boston Way in Coralville called 9-1-1 to ask that officers arrest him for being a “menace to society”. Twiselton was found sitting on a bench in the Ped Mall yelling profanity to pedestrians in the playground area. He showed multiple signs of intoxication and continued to slur his words. Police say Twiselton also used “derogatory vocabulary” while speaking about war and violence. He admitted to being drunk and had to be stopped from continuing to drink more whiskey. Officers determined Twiselton to be unable to care for himself and “a danger to society” and placed him under arrest.

Both Weston and Twiselton are charged with Public Intoxication.
