IC man with two previous domestic convictions charged again

An Iowa City man who has previous convictions for domestic abuse assault impeding airflow has been charged with the crime once again.
Police reports indicate they went to a residence on Whispering Meadow to meet with the female victim on May 4th at 10:10am. The woman told police that during an argument with her live-in boyfriend, 28-year-old Shamond Carter, he reportedly held her down on the bed and choked her using the neck hole of her t-shirt to apply pressure around her neck.
The woman was able to push back on the pressure to call out to an older child to call 911. When Carter heard police were coming, he fled on foot.
The woman had faint red marks on the front of her chest and said she yelled for someone to call police because she was afraid.
Carter has two previous convictions for domestic abuse assault blocking airflow, and was charged with his third offense. A warrant was issued for his arrest, and he was booked into the Johnson County Jail Wednesday morning. If convicted, Carter could be sentenced to up to two years in prison.
