A Lone Tree woman was arrested late Thursday and charged with her second OWI after she was called in as an impaired driver.

Police reports indicate that 61-year-old Penny Oswald of White Oak Avenue was called in for honking her car horn and pounding on a garage door at a residence just after 10pm. The reporting party stated that she knew Oswald and said she was impaired.

Officers were told that Oswald left the residence and was driving to her home. That’s where they made contact with her, and she allegedly told them that she had just gotten home. Oswald reportedly had trouble sitting still, was very irate, and had rapid speech and movements. She allegedly told police that she had used meth, but not recently.

Oswald refused testing and tried to run inside her house but was placed into custody. Later, she said she would take testing and admitted to using meth recently, stating she had taken 3-4 hits from a meth pipe.

Oswald performed poorly on SFSTs and a PBT found no alcohol in her system. A DRE evaluation determined that she was under the influence of a central nervous system stimulant and that it was unsafe for her to operate a vehicle. Oswald consented to a urine test.

A previous conviction for OWI occurred in Muscatine County in 2011. She’s been charged with her second such charge, an aggravated misdemeanor punishable by a prison sentence of up to two years if convicted.
