A Keokuk County man with a history of allegedly exposing himself faces charges that he recorded himself masturbating in his car while he was stopped at a Coralville traffic light.

The victim reported seeing 25-year-old Grant Hill of Keota masturbating in his car while recording video of himself and the victim. The two were stopped next to each other at a traffic light on Commerce Drive just after 8:15 last Sunday night. Hill was reportedly smiling and laughing during the encounter.

The victim was able to document Hill’s license plate information. Hill was booked into the Johnson County Jail just before 11:30 Thursday morning and charged with Indecent Exposure. If convicted, he faces a maximum of one year in jail.

Hill is currently awaiting an August 23rd trial on two 3rd Degree Sexual Abuse charges after he allegedly groped a trainee at Insomnia Cookies on East Washington Street in Iowa City last October. Hill allegedly grabbed the man’s penis on two separate occasions on the same night…once in the basement of the business, and once in the kitchen. Hill was the manager of Insomnia Cookies at the time, and reportedly made baby voices while saying “pee-pee” as he grabbed at and pointed at the man’s crotch. If convicted in that case, Hill faces a maximum of 20 years in prison.

Hill also has a case management conference on another Indecent Exposure charge set for July 11th after allegedly exposing himself to a 13-year-old boy at The Quarters on Highway 6 East.
