Iowa City man charged with OWI with child in tow

An Iowa City man faces a Child Endangerment charge after allegedly driving under the influence.

Police say the incident occurred just before 630 pm on 250th Street in North Liberty.  38-year-old Justin Webb of Winter Eagle Road Southeast was called in by a concerned motorist after being suspected of being under the influence of a controlled substance while he was driving with his daughter in the car.

An officer got behind Webb, who stopped his car in the middle of the south lane on West Penn Street even before the officer activated his lights and siren. Once it was apparent that Webb wasn’t moving, the officer activated his lights and made contact with him.

According to the officer, Webb was “all over the place physically and verbally,” and couldn’t stand still. He showed signs of impairment on field sobriety tests, and a PBT showed no alcohol in his system. Webb was then taken for further testing and refused to submit to chemical testing. He reportedly remained fidgety and couldn’t sit still either during transport or during the implied consent portion of the incident.

Webb’s 18-month-old daughter was in the backseat of his Subaru.

He’s been charged with OWI first offense and Child Endangerment, and could be sentenced to up to three years in jail if convicted on both counts.
