A Cedar Rapids man who allegedly threatened a bystander with a firearm while in downtown Iowa City early Saturday morning has been arrested after a search of his vehicle turned up drugs.

The incident reportedly occurred just after 4am near the intersection of South Van Buren and Burlington streets. An officer saw 30-year-old Johnny Brown of 1st Avenue Northeast in a 2020 Nissan and stopped him for an improper turn, improper use of lanes, and because a bystander claimed that he threatened her with a firearm.

Brown reportedly had bloodshot watery eyes, impaired speech, unsteady balance and had the odor of ingested alcohol. After performing poorly on field tests and failing a PBT, Brown took a Datamaster test showing his blood-alcohol level at .096 percent.

A subsequent search of Brown’s vehicle turned up a small amount of marijuana and several THC vapor devices.

Brown’s criminal record includes a conviction for Conspiracy to Distribute Heroin.

He was charged with 2nd offense Controlled Substance Possession and OWI first offense. If convicted on both counts, Brown could be sentenced to up to three years in jail.
