Tiffin man charged with assault after reportedly pushing person down stairs

A Tiffin man was arrested after allegedly pushing a man off a set of stairs.

Police say 45-year-old Carl Budny reportedly admitted to being in a confrontation with the victim at their apartment complex on Kimberlite Street.  The altercation allegedly became physical when Budny blocked the apartment stairs and pushed the man off the stairs.

The victim hit the wall and the door to the apartment complex and was treated for injuries at the University of Iowa Hospitals and clinics to his right wrist, back and elbow.  The victim suffered a fractured right elbow due to his striking the door handle after he was pushed from the stairs.

Budny was arrested and charged with Assault Causing Bodily Injury or Mental Illness, a serious misdemeanor punishable by a jail term of up to one year if convicted.

A no-contact order was requested between Budny and the injured man.
