Sex offender serving sentence at Hope House accused of sneaking in cell phones, gambling at facility

A man serving a sentence for a Solicitation of Lascivious Acts with a Child charge at a local halfway house has been charged with several violations of his probation, including gambling and sneaking a cell phone into the facility.

A probation violation was filed against David Abrams, Jr., 24, on Monday after officials say he committed 17 violations of probation and parole while at Hope House in Coralville. Most recently, police say Abrams was caught with a cell phone he had sneaked into the facility on Friday. When facility officials took the phone away, they say he went to the front desk – where the phone was being stored – and took it back while staff was away from the desk.

Another report provides more details of his past issues, stemming back to when he was assigned to Hope House on a special sentence parole status on Aug. 17, 2018. During that time, officials say he has had possession of multiple cell phones, has been “out of place” while under GPS monitoring, failed to attend sex offender programming, and has been gambling at the facility.

Abrams agreed to a plea deal in 2015 on a charge of 3rd Degree Sexual Abuse out of Linn County from the previous year, with prosecutors reducing the charge and Judge Robert Sosalla sentencing him to five years in prison but giving him credit for time served. Abrams also has convictions in Johnson County of 1st Degree Theft – reduced from 1st Degree Robbery – and Operating a Vehicle Without the Owner’s Consent – reduced from a 2nd Degree Theft charge – from 2014.
