IC man arrested after putting car in ditch

An Iowa City man was taken into custody Monday night after putting his vehicle in a ditch by Hills Monday night.
Officers were called around 8pm after someone spotted the single-vehicle accident at Sand Road and 520th Street, and they came upon 20-year old Jack Thoms of the 400 block of South Linn Street. He was allegedly having balance issues and had slow speech.
Thoms refused a urine test and had an electric cigarette containing THC.
He was taken into custody and charged with his first OWI, possession of a controlled substance and possession of drug paraphernalia. If convicted on the charges, Thoms could be sentenced to over two years in prison.
