Man arrested for Penn Meadows Park incident had his own children with him at the time

The person arrested for indecent exposure and inappropriate contact with children reportedly had his own children with him at the time of the incident.
Arrest reports indicate the incident occurred at Penn Meadows Park in North Liberty Tuesday night at approximately 8:11pm.
Multiple children witnessed the alleged suspect, 31-year-old Andrew Oberbroeckling of Whitman Avenue, sitting inside of a playground structure. The children say that Oberbroeckling had his shorts leg pulled up to the groin with his penis exposed through the bottom.
Several children reportedly saw Oberbroekling touching himself as they passed through the structure. Oberbroekcling also allegedly grasped a girl’s thigh, and touched another’s breasts.
Newly released details also indicate that Oberbroekling has children of his own, who were playing in the park at the time of Tuesday night’s incident.
Oberbroeckling was taken into custody Wednesday afternoon and charged with four counts of indecent exposure and two counts of indecent contact with a child. A protection order has been put in place for Oberbroeckling’s children and he has been banned from all city parks for life.
If convicted on all counts, he could be sentenced to twelve years in prison.
