The incident occurred near the intersection of Highway 1 and Highway 218 just after 7:45pm Wednesday. 51-year-old Steven Shipley of James Avenue was reportedly stopped due to having incorrect plates on a 2004 Pontiac Bonneville he was driving.  An odor of cannabis was allegedly detected, and Shipley reportedly admitted to smoking prior to getting behind the wheel.
