An Iowa City man arrested early Tuesday after allegedly committing a shooting and breaking into a residence was also wanted by police for a harassment warrant issued last year.
19-year-old Francois Pierre Parker of Davis Street reportedly had been contacting a woman daily in a harassing manner asking for money or for her to get him a share ride despite being given a harassment warning on May 1st. On June 11th last year, he allegedly communicated with her, threatening physical and mental harm. He stated, “U WILL LITERALLY DIE ILL KILL U.”
A warrant for Parker’s arrest was issued on June 14th. He remained at large until he was apprehended for two incidents.
Iowa City Police say the first incident occurred just before 11:00 Monday night. Officers responded to the 800 block of Cross Park Avenue for a report of a man who had been shot inside his vehicle by a subject who fled the scene on a bike he’d stolen from Apple Court. The suspect was identified as Parker. The victim was transported to a local hospital and required surgery for a bullet wound to his back. The shooting was captured on security video.
Then at about 1:30 Tuesday morning, officers responded to the 10 block of Gleason Drive for a report of a man who had broken into a residence and was attempting to steal a vehicle. Police formed a perimeter and located Parker hiding behind a nearby residence. He was found with a stolen gun and ammunition and was positively identified as the suspect in the Cross Park Avenue incident.
Parker was charged with Willful Injury Causing Serious Injury, Intimidation With A Dangerous Weapon, Trafficking in Stolen Weapons Used in a Crime, Going Armed With Intent, 2nd Degree Burglary, Assault While Displaying a Dangerous Weapon, Use of a Dangerous Weapon in the Commission of a Crime, Person Ineligible to Carry Dangerous Weapons, Marijuana possession and 5th Degree Theft.
If convicted on all counts, Parker could be sentenced to over 41 years in prison. The harassment charge comes with an additional sentence of up to two years.
The shooting and burglary case remains under investigation. Investigators are asking that anyone in the area of the shooting with security cameras review their footage.
