A Chicago man who had been cited for public intoxication Saturday night was later charged with OWI.
Police stopped 27-year-old Raul Monzon near the intersection of Quail Creek Circle and Ranshaw Way at 1am Sunday for failure to maintain his lane. Upon contact, they recognized him as the person they cited for public intoxication earlier in the evening. At that time, Monzon allegedly told police that he had been drinking quite a bit, and police told him to call for a ride.
After field tests showed measurable impairment, Monzon refused a PBT. He was placed under arrest and taken to the Coralville PD for a Datamaster test, which Monzon also refused.
He was charged with OWI first offense, a serious misdemeanor.
