An Ottumwa man who allegedly caused a head-on accident in May has been charged with OWI.
The incident occurred on the 3300 block of Highway 1 SW in Iowa City at 11:19 am on the 17th. According to the incident report from a Johnson County Sheriff’s deputy, 38-year-old David Stowell was involved in a head-on traffic accident with serious injuries where he was making a multiple-car pass. He was transported to University of Iowa Health Care by the Johnson County Ambulance Service.
Stowell showed signs of impairment and submitted to a blood test at UIHC. The results came back with the presence of Alprazalam and Methadone.
Stowell was convicted on July 7th of OWI in Lucas County for an incident on November 4th; another OWI arrest in Lucas County on January 26th was dismissed. He currently has another OWI charge from Washington County that has yet to be resolved from June 24th.
Stowell has been charged with OWI second offense, an aggravated misdemeanor punishable by a jail term not exceeding two years if convicted.
