An Iowa City man was arrested after an investigation determined he violated a no contact order multiple times while in the Johnson County Jail.
58-year-old Ray Palmer was convicted of Reckless Use of Fire and Domestic Assault causing Injury in March 2024 for an incident the preceding June where he allegedly lit fake flowers on fire and threw them at his live-in girlfriend during a domestic dispute, causing minor burns to her fingers and hair. The flowers landed on the bed causing a fire that was quickly put out.
Three no-contact orders were issued between the date of Palmer’s arrest and his conviction.
While in the jail for an Interference with Official Acts charge on July 28th when officers attempted to pick him up on an arrest warrant, Palmer allegedly called the victim 8 times within a 20 minute span. After his release, he reportedly showed up at the victim’s door.
Palmer was charged with 8 counts of Contempt. A non-jury trial is scheduled for November 6th.
