Iowa City man found with packages of marijuana after speeding stop

An Iowa City man stopped for speeding over the weekend could face prison time after allegedly driving under the influence.

53-year-old Richard Jackson of Scott Court was stopped on the ramp leading from Oak Crest Hill Rd NE to Highway 218 South after reportedly being clocked going 60 miles an hour in a 45 mile per hour zone.  Upon contact, he allegedly admitted to smoking marijuana as recently as two hours before the stop.

Jackson reportedly had bloodshot watery eyes, slurred speech, and smelled moderately of ingested alcohol and marijuana. After showing measurable impairment on field tests, he consented to a PBT showing his breath-alcohol level at .144 percent.

A search of the vehicle allegedly found several bags of marijuana placed inside marked bags behind the driver’s seat.

Jackson was charged with his second OWI, a controlled substance violation, and marijuana possession, and could be sentenced to up to five years in prison if convicted on all counts.
