A North Liberty woman was charged with her third OWI after allegedly trying to recruit people to blow into her interlock device.

Police were called to the Kwik Star on Diamond Boulevard at 10:15 on the morning of the Fourth of July after a report of a woman asking patrons to blow into her interlock device for her.  Upon contact, 34-year-old Kristin State of Churchill Drive was located in the driver’s seat of a 2023 Ford pickup with the vehicle running.

A witness reported hearing State ask customers to help her, and video evidence allegedly showed one customer blowing into the device for her, allowing the vehicle to start.

State reportedly had bloodshot watery eyes, slowed slurred speech and the odor of ingested alcohol.  A search warrant was obtained for her blood to be tested, and the result reportedly showed her blood-alcohol level at a dangerous .351 percent.

A warrant was issued August 18th, and she was served on the 20th. State was charged with OWI third offense, driving while revoked, and tampering with interlock device. She could be sentenced to up to seven years in prison if convicted on all counts.
