City parking demand study happening Nov. 15–17; expect surveyors with uniform safety vests in designated areas

The City of Iowa City is partnering with HNTB, an infrastructure design firm, to conduct a parking demand survey from Saturday, Nov. 15, through Monday, Nov. 17, 2025.

During the survey period, expect surveyors with uniform safety vests labeled “HNTB” to be stationed at 12 locations throughout Iowa City. Surveyors will observe parking use in these areas to help evaluate future parking needs and support long-term planning.

Study Areas

HNTB staff will be present in the following locations:

  • Riverfront Crossings District: Business areas within East 1st St., South Gilbert St., Hwy 6, and Ralston Creek (including Big Grove Taproom).
  • The Hive & The Nest Apartments Area: Area surrounding the Hive Apartments, South Dubuque St. from the railroad to Lafayette St., and nearby garages and commercial lots.
  • Northside Historic District: On-street parking within North Linn St., Fairchild St., North Van Buren St., and Ronalds St.
  • South Johnson Street Area: Street parking and multifamily lots bounded by South Van Buren St., Bowery St., South Dodge St., and East Court St.
  • Burlington Street & Madison Street Area: Within South Madison St., West Court St., South Clinton St., and East Burlington St., including nearby apartment and commercial lots.
  • Northside Commercial District: Bounded by North Dubuque St., the alley between E. Jefferson St. and E. Market St., North Gilbert St., and E. Bloomington St.
  • Pheasant Ridge Apartments: Along Bartelt Rd. and Roberts Rd., west of Mormon Trek Blvd., including three parking lots.
  • Foster Road Area: Parking areas along Algonquin Rd., Mission Point Rd., Arch Rock Rd., and the east side of Mackinaw Dr.
  • Pepperwood Plaza: Along Highway 6, including Keokuk St. Apartments and apartments south of Cross Park Ave.
  • Towncrest Plaza: Both sides of S. 1st Ave. between Muscatine Ave. and the walking/biking path north of Hy-Vee, including parking spaces for Walgreens, Shakespeare’s Pub & Grill, businesses parking near Heyn’s Ice Cream and Pizza Hut, as well as parking adjacent to Mesa 503, Brock Family Music, etc.
  • Eastdale Plaza: Area bounded by Sycamore St., Hwy 6, S. 1st Ave., Mall Dr., and Lower Muscatine Ave. (excluding the area south of S. 1st Ave.).
