A Riverside man was charged with his third OWI after allegedly making an improper turn upon leaving an Iowa City bar.

An Iowa City police officer was conducting traffic enforcement near the Job Site bar on Kirkwood Avenue Wednesday night when he saw 78-year-old Dale Hill of Oakcrest Hill Road SE leave the establishment in a Chevy Silverado. According to the officer’s report, Hill made a few non-sensical driving decisions and ultimately made an improper right turn onto South Gilbert Street, causing a traffic stop.

Upon contact, Hill reportedly had signs of impairment including bloodshot watery eyes, extremely slurred and slow speech, and the odor of ingested alcohol.  He allegedly admitted to drinking at the bar while he was watching the Iowa women’s basketball game.

Hill reportedly was unable to perform standard field testing but provided a sample of his breath on a portable breathalyzer, showing his breath-alcohol level over the legal limit to drive. A search warrant was obtained for a blood sample, and it was taken at UIHC’s downtown campus.  The blood was sent to the lab for chemical testing.

Hill has two prior OWI convictions out of Johnson County in 2015 and 2022.  He was charged with OWI 3rd offense, which is a Class D felony punishable by a prison sentence of up to five years if convicted.
