Downstate Illinois man charged with 2nd OWI

A downstate Illinois man was charged with an OWI after an incident Tuesday night in Johnson County.

According to the arrest report, a sheriff’s deputy was dispatched to the 4900 block of 420th Street Southeast just after 9:30pm on reports of a truck in a person’s ditch and a person actively trying to get it out. Upon arrival, he came upon 20-year-old Kobe Clark of Astoria. Clark was allegedly visibly nervous around the deputy, not making eye contact and giving short responses to questions.

Clark stated that he hit a patch of black ice while driving and caused him to land in the ditch..

An odor of ingested alcohol was reportedly observed, as well as bloodshot watery eyes. Clark’s name information was run and his driving status came back as revoked from an OWI that he was convicted of this past December. A subsequent PBT showed him allegedly over the legal limit to drive.

Clark was charged with his second OWI and Driving While Revoked. He faces up to three years in prison if convicted on both counts.
