A North Liberty man who allegedly was nearly three times over the legal limit to drive was charged with his second OWI Monday night.

The incident occurred at the J & A Tap on North Dubuque Street in the city around 8:45pm. 29-year-old Scott Pitts of Zeller Crossing was backing his Dodge Ram out of a parking spot there when he hit a parked car. Arriving officers allegedly observed Pitts with bloodshot watery eyes, slurred speech, unsteady balance, and with a strong odor of ingested alcohol.

He reportedly admitted to drinking, and after showing impairment on field testing, blew a .245 percent on a PBT. A subsequent Datamaster reading showed Pitts’ blood-alcohol level at .227 percent.

Pitts was charged with his second OWI, which is an aggravated misdemeanor punishable by a jail sentence of up to two years if convicted.
