Iowa City man reportedly caught urinating on building charged with second OWI

An Iowa City man who was reportedly observed urinating on an east side business was arrested for OWI Monday afternoon.

According to the police report, officers responded to Ollie’s Bargain Outlet in the former Sycamore Mall just before 4:30pm on reports of a man urinating on the building. Upon arrival, they found 29-year-old Jacob Lester of Benton Drive at the checkout counter paying for a gaming headset.  He allegedly admitted to urinating on the building,  and said he really had to go.

Lester had the odor of alcohol on his person and bloodshot watery eyes. He reportedly admitted to driving a 2013 Chevy Traverse to the store after having a couple of beers.  Field tests showed measurable impairment, but he allegedly could not provide a proper sample during a PBT.  A search incident to arrest reportedly found a Bluetooth receiver with a retail price of $4.99 in Lester’s  pants pockets that he did not pay for.

An officer on scene noticed an open cup in the console of Lester’s vehicle, and he allegedly admitted that it contained tequila.  A Datamaster test was administered, showing his breath-alcohol level at .084 percent. Lester’s driving record showed a previous OWI conviction , and his current driving status as barred and suspended for non-payment of Iowa fines and for being a habitual offender.

He was charged with second offense OWI, Driving while Barred, Driving while Suspended, and 5th degree Theft. If convicted on all counts, Lester could be sentenced to over four years in prison.
