A Coralville man with a history of OWI convictions has been charged with the offense again.

Police say they encountered 46-year-old Jeffery Brown of Holiday Road in the parking lot of Dukan Grocery store on First Avenue in Coralville just before 2am Sunday, passed out in the driver’s seat of his 2001 GMC Yukon. Open containers of alcohol and marijuana was allegedly in plain sight upon contact.

Brown reportedly had bloodshot watery eyes, heavily impaired balance, slow speech and an odor of raw marijuana emitting from his person and the vehicle.

After performing poorly on field tests, a Datamaster test detected no alcohol in his system.  He refused a urine sample.

A check of Brown’s driving record showed four previous OWI’s; one in 2018, two in 2022 and one in 2023. He was charged with OWI third or subsequent offense, and marijuana possession. Brown could be sentenced to up to six years in prison if convicted on both counts.
