A Cedar Rapids man has been arrested after allegedly driving while under the influence of narcotics.
An Iowa City police officer reportedly observed 35-year-old Timothy Thorn of 1st Avenue NE traveling westbound on Southgate Avenue. A check of the vehicle showed that one of the registered owners of the 1991 Honda Accord did not have a valid driver’s license, and a traffic stop was initiated.
Upon contact, Thorn allegedly was jittery, sweaty, and moving his jaw back and forth. A probable cause search of the vehicle was initiated, and reportedly turned up multiple used syringes, 2 spoons and tin foil all used for heroin. A black backpack in the trunk allegedly contained a small baggie containing Xanax.
Thorn allegedly admitted to using heroin 45 minutes to an hour before being stopped. He reportedly performed poorly on field sobriety tests and consented to chemical testing.
Thorn has two OWI convictions on his record from 2019; one in Iowa County, the other in Poweshiek County. He was charged with OWI third offense and a controlled substance violation. If convicted on both counts, he faces up to six years in prison.
