A North Liberty man was arrested over the weekend on an OWI charge.
Police say the incident occurred just after 3:30am Sunday at the Capitol Street parking ramp. According to the arrest report, 24 year old Joshua Kirk was seen by an officer unsuccessfully attempting to exit the ramp for several minutes. The officer reported that Kirk was “obviously intoxicated.”
Upon contact, the man had bloodshot watery eyes, slurred speech, poor balance, and admitted to drinking. After exhibiting measurable impairment on field sobriety tests, he reportedly failed a PBT. A subsequent Datamaster recorded his breath-alcohol level at .186 percent, over two times the legal limit.
Kirk was charged with his second OWI, an aggravated misdemeanor punishable by a two year jail sentence if convicted.
