Iowa City man arrested for alleged sexual abuse

An Iowa City man was arrested early Thursday after being wanted on a sexual abuse charge.

According to the criminal complaint, 52-year-old Jemaine Dugger, who lists his address as Shelter House, perpetrated the alleged offense at 2 am February 22nd of this year in an unidentified area of Washington Street in Iowa City.

Dugger reportedly committed a non-consensual sex act despite being told no and to stop. He also allegedly strangled the victim.

The woman immediately went to the hospital after the reported assault and a sexual assault exam was performed.  A swab taken from the assault kit contained DNA that matched Dugger’s.  When he was interviewed, he reportedly denied ever knowing or hanging out with the victim.

A warrant was issued on October 5th; Dugger was booked at the Johnson County Jail at 2:46 Thursday morning. He’s been charged with second-degree Sexual Abuse, a Class B Felony punishable by a prison sentence of up to 25 years if convicted.

A no-contact order was requested between Dugger and the victim.
