Police say man arrived unannounced at Oxford elementary school

More details have been released about a Tiffin man’s violation of the sex offender registry after he showed up to an elementary school.
Kunte Kinte McKinney, 41, who lives on Half Moon Avenue, has been on the state’s sex offender registry since 2008 after agreeing to a plea deal, pleading guilty to one count of Lascivious Acts with a Child. That was negotiated down from a 2nd Degree Sexual Abuse charge and he was given a 10-year prison sentence, which was suspended and he was ordered to serve one year in a residential facility.
At the time he was 30; the victim was listed as a female under the age of 14.
As part of the requirements of his being listed on the register, McKinney is not allowed to be on school grounds without prior written permission from school administration. He also had a previous agreement with Clear Creek Amana officials to not enter a school building while children are present.
But police say he showed up to Clear Creek Elementary in Oxford about 10:50 Friday morning unannounced, and at a time when children were in the building. Officials say school staff were surprised by his arrival.
McKinney allegedly told them he does not have any school restrictions.
He’s now charged with a Sex Offender Registry Violation, an aggravated misdemeanor carrying up to two years in jail.
