North Liberty man arrested for Penn Meadows Park incident

The person of interest in a possible inappropriate contact with a child incident earlier this week has been identified and taken into custody.
Arrest reports indicate the incident occurred at Penn Meadows Park in North Liberty Tuesday night at approximately 8:11pm.
Multiple children witnessed the alleged suspect, 31-year-old Andrew Oberbroeckling of Whitman Avenue, sitting inside of a playground structure. The children say that Oberbroeckling had his shorts leg pulled up to the groin with his penis exposed through the bottom.
The children reportedly made three passes through the structure, up and down the slide, and report that each time, Oberbroekling was touching himself.
At least four children witnessed the acts. One of them, a young girl, reported that Oberbroekcling extended his arms and grasped her thigh, and another alleged that he touched her breasts.
Oberbroeckling was taken into custody Wednesday afternoon and charged with four counts of indecent exposure and two counts of indecent contact with a child. If convicted on all counts, he could be sentenced to twelve years in prison.
