State Auditor Rob Sand issued a report this week accusing the governor’s office and other state agencies of withholding key public records surrounding Iowa’s Education Savings Account (ESA) program.
In the report, Sand said he was asked to investigate it, and he found at least a dozen relevant emails and memos tied to audits of the ESA program, which uses taxpayer money for private school tuition were never turned over.
The report alleges the Department of Management withheld records and encouraged other agencies to follow suit. Sand said the actions delayed audit work and put the state’s finances at risk.
The report also alleges DOM considered “alternative approaches to meeting the audit needs of the state,” attempting to circumvent the elected Auditor of State from auditing the state without having no legal basis to do so.
