City launches Building Change Grant Program

The City of Iowa City is now accepting applications for the Building Change Grant Program, a 50/50 matching grant designed to help revitalize commercial properties in key urban districts.

According to a release from the City, the program provides financial support for projects that improve the façade, accessibility, energy efficiency, or usability of commercial buildings located in Downtown, the Northside Marketplace, Riverfront Crossings, and the Towncrest Urban Renewal Area.

Rachel Kilburg, Economic Development Coordinator, said, “This program is designed to help property owners and tenants invest in improvements that preserve historic character, strengthen economic vitality, and create welcoming, sustainable spaces.”

The Building Change Grant offers two tiers of 50/50 matching grant funding:

Tier 1: Step Up – $10,000 – $50,000 grant award for façade renovations, accessibility upgrades, and space reactivation projects.

Tier 2: Power Up — Up to $100,000 grant award for projects that incorporate significant energy efficiency improvements.

Projects generally require a minimum total project cost of $20,000. However, no minimum total project cost applies if the project scope is limited to energy efficiency and/or accessibility improvements, provided the work demonstrates a meaningful improvement.

In addition, Downtown District properties planning storefront enhancements may also apply for the Iowa City Downtown District’s CoSign+ program. If awarded, CoSign+ funds can count toward the applicant’s required 50% local match.

Grant awards are reimbursed after project completion and based on verified costs. Applications will be reviewed competitively on project impact, type of improvement, total investment, architectural fit, and historic preservation.

Applications are due by 3:00 p.m. on Monday, Nov. 17, 2025, and are available at icgov.org/BCGP.
