West Branch man faces decades in prison after allegedly forging name on traffic citations

A West Branch man has been arrested after allegedly identifying himself with another identity and signing traffic citations with that name.

Police say 68-year-old David Albaugh was stopped April 27th just after 8pm at the Town and Campus Apartments on Arthur Street for having an expired driver’s  license. The officer asked Albaugh if he was the registered owner of the vehicle, to which he responded yes. He was then cited for an expired driver’s license and for having no insurance. Albaugh allegedly signed the citiations using the registered owner’s name.

Albaugh was stopped in the same vehicle on May 2nd for not wearing a seatbelt. He was cited, and additionally charged for having an open container in the vehicle. Again, Albaugh identified himself and signed the citations as the registered owner of the vehicle.

On October 31st, the same officer conducted a traffic stop and made contact with the true registered owner, and learned that the citations Albaugh received were issued in the registered owner’s name and resulted in convictions and suspension of his driving privileges.  The officer showed the owner mugshots of Albaugh, and he positively identified him.

At the time of the traffic stop, Albaugh was barred as a habitual offender through August 8th 2027.

Warrants were issued for Albaugh’s arrest on November 3rd. He was taken into custody at 1:50am Tuesday. Albaugh faces four counts of Forgery, 4 counts of Tampering with Records, two counts each of Driving While Barred and Malicious Prosecution, and one count of providing a false ID. If convicted on all charges,  Albaugh could be sentenced to up to over 34 years in prison.
